Yes, I CAN PROCEED with assembling the skin, stabilator with rear spar, ruddervator hinge and tip nut plates. KEY FINDING: Only the root rib rivets are held for the final mating of the stabilator and Y. The other rivets are either flush or don't interfere with the rear spar cap.
